Winchester is the Franklin County seat, about 9,950 people, 26 miles south of Manchester and a 33-minute drive down US-41A. Dickel sits at the halfway mark. Franklin County as a whole holds close to 42,800 people, and the courthouse square still anchors the middle of town.
